Osez l'IA: France's plan to fund AI in SMEs (2026 guide)

200 million euros. That is what the French State is putting on the table to get SMEs to adopt AI. And most of the business owners I meet have never heard of it.

The plan is called "Osez l'IA" ("Dare AI"). Launched in July 2025 by the French government, reinforced in June 2026 at the VivaTech trade show. The stated goal: AI present in 100% of large companies, 80% of SMEs and mid-caps, and 50% of very small businesses by 2030.

Behind the grand speeches, there are concrete subsidies. With amounts, eligibility criteria and real people to talk to. I went through the whole plan for you. Here is what you can claim, what it costs, and above all what these grants will not do for you.

The plan in two minutes

"Osez l'IA" is the business-facing arm of France's national AI strategy. Run by the Directorate General for Enterprise (DGE) and Bpifrance, backed by the France 2030 investment plan, which dedicates 2.5 billion euros to artificial intelligence.

The plan rests on three pillars:

1. Raise awareness

A network of AI Ambassadors selected for their hands-on knowledge of the field: Chambers of Commerce, French Tech, Bpifrance, sector ecosystems. In 9 months of operation, their actions reached more than 35,000 companies. Free, no commitment, often in your region.

2. Train

The AI Academy ("Académie de l'IA"), a free online platform open since late 2025. Training courses and tutorials adapted to every audience, from micro-businesses to large groups. The stated target: 15 million professionals trained by 2030.

3. Support

The financial core of the plan: subsidised diagnostics, solution catalogues, State-guaranteed loans, calls for projects. Total envelope: 200 million euros.

What you can actually claim

The Data & AI Diagnostic: €10,000 ex-VAT, 40% subsidised

The AI Accelerator: 18 months, 46% funded

For larger structures. A 360° diagnostic with an AI focus over 12 days, two complementary 13-day modules on strategic impact, deployment support for your teams, group training sessions and networking.

Funding: 46% covered by France 2030.

Eligibility: revenue above €8M, more than 50 employees, at least 3 years of existence.

The AI Academy: free

Online platform, training by role and company size. The right starting point if your team starts from scratch. The known weakness: a course taken is not a course applied.

The "Accélérez avec l'IA" platform: free

Launched in June 2026 by Bpifrance. More than 75 concrete examples of AI deployment across every sector, with testimonials from business owners. One hour of reading beats ten generic articles.

The sovereign solutions catalogue: 88 referenced solutions

The DGE and Hub France IA built a directory of 88 companies offering AI solutions tailored to SMEs and mid-caps, focused on sovereign solutions. Useful if your data is sensitive or you want to avoid depending on a non-European vendor.

My take: the diagnostic deploys nothing

These schemes are well designed. The amounts are real, the criteria are clear. Rare enough to be pointed out.

But let us be honest about what a diagnostic produces: a report. A prioritised list of use cases, a roadmap, well-argued recommendations.

Then comes the doing. Connecting tools to your CRM. Building the agent that answers leads in under two minutes. Training your team on your real files. Fixing what breaks the following week. Maintaining when your process changes.

That is exactly the gap between knowing and doing. A diagnostic tells you what to do. No one does it for you.

Many SMEs stop there. The course followed in 2024 and never applied, the tool tested then abandoned after three weeks. Adding a diagnostic report to a drawer will not change that pattern.

What an SME needs is someone who comes to work inside the company: deploys the first agent on the most painful process, trains the teams, stays around the next month. That is the principle of Externalised AI Leadership (Direction IA Externalisée): an AI expert within your company, starting from €990 ex-VAT/month, with no hiring.

An honest comparison: the Data & AI Diagnostic costs about €6,000 after subsidy, once, and ends with a presentation. The first year of Externalised AI Leadership starts at €11,880 and ends with agents in production that you own 100%.

And the two are not opposed: if you are eligible, get the diagnostic funded by the State, then have its recommendations deployed. The grant pays for strategy. The expert pays for execution.

What to do this week

  1. Find your regional AI Ambassador. The list is published online by the ministry. They know local schemes and guide you for free.
  2. Contact Bpifrance about the Data & AI Diagnostic. Between 10 and 2,000 employees? Ask for the file. Remaining cost around €6,000.
  3. Check your eligibility for the AI Accelerator if your revenue exceeds €8M. 46% funding over 18 months is rarely worth passing on.
  4. Spend one hour on "Accélérez avec l'IA". Search your sector, see what others do. Free, and it feeds your requirements document.
  5. And if you want to go from a list of use cases to agents in production, let's talk. The free 45-minute audit exists exactly for that: prioritise, cost it out, say no if the timing is wrong.

Conclusion

The State is putting 200 million euros on the table. The subsidies are real, the schemes are open, the contacts exist.

A subsidy funds a decision. It does not replace execution.
