AI governance: complete definition in AI for SMEs
AI governance
AI governance encompasses the rules, processes and responsibilities that frame Artificial Intelligence usage within an organization. It covers usage policies, regulatory compliance (GDPR, EU AI Act), bias management, automated decision traceability and human oversight. It is the framework that turns AI from an uncontrolled tool into a managed lever.
What it changes for an SME
AI governance is not a luxury reserved for large corporations — it is a concrete necessity:
- Compliance: the EU AI Act imposes proportionate obligations; every company using a customer chatbot must document how it works;
- Trust: customers increasingly ask how AI handles their data — a clear framework reassures;
- Control: without governance, every team uses AI their own way, with no central visibility on costs, risks or results.
What it means in practice
An AI usage registry (what for, with what data), human validation rules on critical outputs, an error reporting process and periodic tool arbitration. In fractional AI leadership, governance is often the first deliverable: it structures everything that follows.
Minimal AI governance for an SME
No need for a ten-person committee. Four elements are enough to start:
- A usage register: which AI tools are used, by whom, for what, with which data.
- A short policy (one page): what is allowed, forbidden, and what needs approval.
- An identified owner who decides and reports to leadership.
- A regular review of agents in production: errors, costs, incidents.
The regulatory framework to know
The European AI Act applies in stages since 2024 and sets obligations proportionate to a system's risk level. It notably includes an AI literacy obligation for staff who use AI, applicable since February 2025. GDPR adds on top as soon as personal data is processed.
Frequently asked questions
Who should own AI governance? A member of leadership, supported by a technical lead. In an SME this is often the role of a fractional AI director, see our Fractional AI Leadership offer.
Where to start? With an inventory of existing usage, including tools used without approval ("shadow AI").
